SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1495

November 17, 2016


1.0 MEETING CALLED TO ORDER –- The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held on Thursday, November 17, 2016. President Clowser called the meeting to order at 7: 30 p.m.

1.1 SALUTE TO THE FLAG -– President Clowser led the audience in the pledge of allegiance.

1.2 ROLL CALL -– Directors Michelle Clowser, Kyle Carlson, Diane Wydler, Kathie Ready and Steve Kirk were present.

2.0 PUBLIC COMMENT Items not on the Agenda -– A member reported that the San Lorenzo Library recently had bollards installed between the alley and the parking lot area, as well as handrails near the entrance. They will be installing something on the planter boxes very soon to prevent skate boarders from using them. On Wednesday, November 23, 2016, the Library will close at 5 p.m. and reopen on Saturday with normal hours. There will be a health fair on December 3, 2016 from 1-4 p.m. Laughing Yoga will follow this event from 4 to 4:45 p.m. A new event schedule for December 2016 was left on the back table.

3.0 MINUTES OF THE PREVIOUS MEETING

3.1 Approval of Board Meeting Minutes # 1491 on October 20, 2016 –- Director Wydler moves to approve, Director Ready seconds, the motion carries, with four (4) ayes (Carlson, Kirk, Ready, Wydler) and one (1) abstention (Clowser).

3.2 Disposition of Emergency Meeting #1492 on November 1, 2016 -– The Administrator reported that there were multiple leaks in Fire House 22. The firefighters were concerned with a potential mold problem. The Board directed the Administrator to contact the insurance company and get bids for mold inspectors. The Firehouse has been inspected by both the insurance and a mold specialist and the results of these inspections are forthcoming.

3.3 Approval of Emergency Meeting Minutes #1492 -– Director Ready moves to approve the minutes, Director Wydler seconds, the motion carries three (3) ayes (Clowser, Ready, Wydler) and two (2) abstentions (Kirk and Carlson).

3.4 Approval of Work Session Meeting Minutes #1493 on November 8, 2016 -- Director Wydler moves to approve, Director Ready seconds, the motion carries unanimously.

4.0 COMMITTEE REPORTS

4.1 Community Event Committee –- Director Wydler reported that the Children’s Halloween event went well, the weather may have caused a lower turn out this year, but there were still many families and children who enjoyed the games and the haunted house. The next event will be the Association’s Annual Winterfest on Tuesday, December 6, 2016, from 6-8 p.m. Santa and Mrs. Claus will be present and the Arroyo High Marching Band will entertain at the event. Director Wydler encouraged residents to invite people to this event as well as to volunteer. The committee needs help setting up and cleaning up for all of its community events.

4.2 Ad Hoc CC&R Implementation Committee –- Chair, Diane Wydler, reported no meeting was held. No new issues have been given to the committee for review.

5.0 COMMENTS FROM PUBLIC AGENCIES

5.1 CHP (7:40 p.m.) –- Officer Bauer reported that his department will have several new officers that will be graduating from the academy and working in the San Lorenzo area. A member was very concerned with motorists who speed on the Paseo Grande overpass. She said that she and her dog were almost hit by a car last week. Since this incident, she purchased a speed gun and caught some vehicles going over 50 mph. Officer Bauer stated that he will get some additional patrols for this area.

Director Wydler said that she has come in contact with several motorists travelling the wrong way on Ducey Way. Officer Bauer said he thought this area was private property, but will investigate how best to enforce the problem.

5.2 Sheriff’s Office -– Deputy Robinson reported that Deputy Swalwell was called to another assignment unexpectedly; he did not have the crime statistics, but would be getting those to the Association office as soon as possible.

Director Wydler thanked Deputy Swalwell and the Sheriff’s department for helping set up with the Children’s Halloween Parade and Game Extravaganza.

5.3 Supervisor Wilma Chan -– No report, no staff present.

5.4 Zoning Enforcement –- None, no report.

6.0 FINANCIAL REPORT (motion required)

6.1 Approval of October 2016 Expenditures – Director Kirk moves to approve, Director Carlson seconds, the motion carries unanimously.

6.2 Approval of Bank Reconciliations 3rd Quarter 2016 –- Director Wydler reported that she had reviewed the bank statements for the third quarter. Director Wydler makes a motion to approve, Director Ready seconds, the motion carries unanimously.

7.0 OTHER BUSINESS (motions may be required)

7.1 Second Story Addition, Final Review, Gerardo & Erica Yanez, 1556 Via Buena Vista, 1st Floor addition 403 s.f.; 2nd Story Additions 790 s.f. (Timed Agenda Item-8:00 p.m.) –- Staff, Kathleen Harrigan, reported that the homeowners came before the Board several months ago with preliminary designs that the Board approved. These are the final plans that were taken to Alameda County and were approved. The Association sent out approximately 40 letters to surrounding neighbors asking them to review these final plans and gave them the opportunity to voice any concerns. Only two (2) homeowners came in to review the plans, but neither had any comments or objections to the plans.

Director Wydler asked if anything was changed from the original plans the Board approved. The homeowner said that on the recommendation of staff at Alameda County Planning, they took out the proposed sunroom on the preliminary design and has made it an open patio. This was the only change. Director Kirk makes a motion to approve the plans, Director Carlson seconds, the motion carries unanimously.

7.2 Bait Package Operation San Lorenzo Village –- President Clowser reported on the Alameda County Sheriff’s “Bait Package Operation”. This new operation has started in order to catch thief’s’ who are stealing packages from homeowners porches during the holiday season. 7.3 Approval Solar Energy System Policy -– Director Ready makes a motion to approve, Director Carlson seconds, the motion carries unanimously.

7.4 Approval Revised Fine Policy -– President Clowser noted that the only change to this policy was removing the “enhanced fine” clause. Director Kirk makes a motion to approve, Director Carlson seconds, the motion carries unanimously.

8.0 ADMINISTRATOR’S REPORT

8.1 Operations -– The Administrator thanked everyone who helped with the Children’s Halloween event. He asked that other volunteers step up to help. It is critical that we get more people to help with all of our events; otherwise we will have to cancel them in the future. In November, the Association repaired several leaks in the firehouse. The Administrator said he is still waiting for a report from the mold restoration inspection to see if there are any other issues related to these leaks. Next week the first inspection is scheduled for the new HVAC in the community hall. The Association’s Winterfest will be held on Tuesday, December 6, 2016 at 6 p.m. Staff will need volunteers to help set up and serve at this event. He encouraged members to help and ask their neighbors to do the same.

8.2 Board Election 2017 -– The Administrator reported the last day to submit the election paperwork was Monday, November 14, 2016, at 5 p.m. No one submitted the paperwork. The Board will be appointing a new Director in the upcoming months.

9.0 LIENS AND VIOLATIONS REPORT (motion may be required) –- The Administrator stated that there were eleven (11) liens released since the October 2016 Board meeting. The violation letters were as follows:

Director Kirk moves to approve the liens and violation report, Director Carlson seconds, the motion carries unanimously.

10.0 CC&R HEARING REPORT

10.1 Disposition of Executive Session #1494 on November 17, 2016 –- The Administrator reported that there were 15 hearings and two (2) homeowners appeared. There were (2) fine appeals. Of these, five (5) were closed, three (3) were fined, six (6) were “thank you but” make some corrections to their respective property’s, one (1) was given 30 days to clear violation and one (1) was given two (2) weeks to clear all violations. Of the fine reviews, one was reduced to $500 and one (1) was reduced to $500 if landscaping plans were submitted within 30 days.

10.2 Approval of Minutes of Executive Session #1494 on November 17, 2016 -– Director Kirk makes a correction to item number 13, to replace the word “for” instead of “as” so that the item would read “Submit maintenance plan “as”(not "for") per arborist’s recommendation. Director Ready moves to approve the minutes with the correction, Director Kirk seconds, the motion carries unanimously.

11.0 BOARD REPORTS –- None

12.0 ADJOURNMENT –- President adjourned the meeting at 8:15 p.m.
