MEETING NO. 1390

1.0 MEETING CALLED TO ORDER The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, August 21, 2014. President Kavasch called the meeting to order at 7:34 p.m.
1.1 SALUTE TO THE FLAG President Kavasch lead the audience in the pledge of allegiance.
1.2 ROLL CALL Directors Catherine Kavasch, Wes Auten, Steve Kirk, Cheryl Hoffmann, and Kyle Carlson were present.
2.0 MINUTES FROM THE PREVIOUS MEETING
2.1 Approval of Board Meeting Minutes #1386 on July 17, 2014 Director Carlson moves to approve, Director Hoffmann seconds, the motion carries unanimously.
2.2 Approval of Special Board Meeting Minutes #1388 on July 29, 2014 Director Carlson moves to approve, Director Auten seconds, the motion carries unanimously.
2.3 Approval of Work Session Minutes #1389 on August 12, 2014 Director Carlson moves to approve, Director Auten seconds, the motion carries unanimously.
3.0 COMMITTEE REPORTS
3.1 Community Engagement Committee (CEC) Director Hoffmann reported that the next event will be a free Movie Night featuring "Monsters University" that will be held at the San Lorenzo Little League Park on Friday, September 12, 2014. A special "blue guest" will attend to take pictures with the children. On Saturday, October 25, 2014, the Committee will be hosting its Children Halloween Parade and Game Extravaganza. She encouraged residents to volunteer to help run these events and attend the CEC meetings that are held the second Wednesday of every month at 5:30 p.m.
3.2 CC&R Ad Hoc Committee Director Hoffmann reported that the committee continues to work very diligently on the Front Yard Policy and is near completion. The policy should be ready for Boards review by the October 16, 2014 Board Meeting.
4.0 COMMENTS FROM PUBLIC AGENCIES -- None.
5.0 FINANCIAL REPORT (motion required)
5.1 Approval of July 2014 Expenditures Director Kirk moves to approve the July 2014 expenditures, Director Carlson seconds, the motion carries unanimously.
5.2 Approval of Bank Reconciliations-2nd Quarter 2014 Director Kirk stated that he reviewed the bank reconciliations for the second quarter of 2014 and they were in order.

5.3 Approval of Draft Audit-2013-2014 President Kavasch stated that the Board has reviewed the audit and it will be printed in the upcoming Sept/Oct 2014 Association Newsletter.
Director Auten moves to approve and finalize the 2013-14 audit, Director Carlson seconds, the motion carries unanimously.
6.0 OTHER BUSINESS (motions may be required)
6.1 House of the Month 958 Paseo Grande, Award presentation (Timed Agenda Item 7:40 p.m.) President Kavasch introduced the winner of the House of the Month and presented a $50 gift certificate to the resident. She noted that this home has drought tolerant landscaping and thanked the homeowner for keeping it well maintained.
6.2 EALI Working Groups Community Participation The Administrator announced that the next two (2) meetings would be held in the San Lorenzo Village Home Association (SLVHA) Community Hall. The Governance Meeting will be held here on September 25, 2014 at 6:30 p.m., and the Economic Development Meeting will be held on September 30, 2014 at 6:30 p.m. President Kavasch said that this is the first time the Governance Meeting will be held in San Lorenzo. The Board is attempting to get as many of these meetings as possible held in San Lorenzo, so that residents can attend and give their input.
7.0 ADMINISTRATORS REPORT The Administrator stated that she had nothing to report, but introduced staff member, Austin Bruckner, from Senator Ellen Corbett's office. Bruckner stated that the Senator was unable to attend the Meeting due to obligations in Sacramento; however, she wanted to acknowledge the dedication and hard work of the San Lorenzo Village Board of Directors. Bruckner presented each Board Member with a Certificate of Appreciation on behalf of the Senator for their service to the community.
8.0 LIENS AND VIOLATIONS REPORT (motion may be required) - No liens have been released since the July 2014 board meeting.

Director Carlson moves to approve the Liens and Violations Report, Director Hoffmann seconds, the motion carries unanimously.
9.1 Approval of Minutes of Executive Session #1385 on July 17, 2014 The Administrator stated that last month she had computer problems and the approval of these minutes was continued to the August meeting.

9.2 Disposition of Executive Session #1387 on July 29, 2014 The Administrator reported this session was carried over for fine reviews from the July hearings due to time constraints. There were a total of seven (7) fine reviews. Three (3) fines were waived with the condition that the work related to the violations be completed within a certain period of time. Two (2) other fines were reduced by $100; one (1) fine was reduced by 50% once all the weeds were pulled from the driveway; and one (1) of the fines remained with no reduction.
9.3 Approval of Minutes of Executive Session #1387 on July 29, 2014 Director Auten moves to approve the Minutes of Executive Session #1387, Director Kirk seconds, the motion carries unanimously.
10.0 PUBLIC COMMENT Items Not on the Agenda A non-member announced she would be moving and would no longer attend meetings. Several members asked the Association to sponsor a Holiday Craft Fair for the community. A member asked that the Board re-instate two (2) areas on its agenda for public comment, one at the beginning of the meeting and one at the end.
11.0 BOARD REPORTS Director Kirk updated members on the CU Berkeley landscaping project and Expo that will be hosted by the SLVHA. He said that the Board received a grant from Stopwaste.org to fund an upper division Architectural Design class at UC Berkeley. The class will begin this Fall and when finished, four (4) to five (5) drought tolerant landscaping plans will be presented to the Board and residents. The class is taking into account our soil, weather conditions and the Association's CC&Rs. All designs will include a maintenance plan and will be affordable. These landscaping designs will be showcased at the SLVHA Landscaping Expo on April 25, 2015. A sheet mulching party at this Expo will convert part of the SLVHA grounds into drought resistant landscaping.
President Kavasch thanked everyone for attending the Ice Cream Social prior to the meeting. She thanked all of the volunteers who made the event possible.
