REGULAR BOARD MEETING
MEETING NO. 1621

May 16, 2019


1.0 CALL TO ORDER -- President Kathie Ready called the meeting to order on Thursday, May 16, 2019 at 7:38 pm.

1.2 Roll Call -- Board Members present: President Kathie Ready, Vice-President Diane Wydler, Secretary/Treasurer Emanuel M.S. Robinson, Director Michelle Clowser and Director John Chung. Board Members Excused: None. Staff Present: Administrator Debi Powers and Operations Manager Mai Vue.

1.3 Sign-in Sheet -- President Ready reminded all members who were present to sign-in at the back table.

2.0 PUBLIC COMMENTS (Items not on the Agenda) -- Items discussed included:

Upcoming events for the San Lorenzo Library.

The upcoming cemetery cleanup.

Senator Wieckowski office hours at the San Lorenzo Library

3.0 COMMENTS FROM PUBLIC AGENCIES (7:40 p.m.)

3.1 California Highway Patrol Office -- Not present.

3.2 Sheriff’s Office -- Deputy Tilly gave a brief report.

3.3 Supervisor Chan’s Office: Jared Savas shared upcoming county meetings, planning meetings and Eden MAC.

3.4 Zoning Enforcement -- A report was available.

4.0 OTHER BUSINESS (motion may be required)

4.1 Home of the Month -- 77 Paseo Grande was awarded the home of the month.

4.2 2019/2020 Budget and Annual Disclosures -- The Board was presented the proposed 2019/2020 Budget and Annual Disclosures. A motion was made to approve the 2019/2020 Budget and Annual Disclosures, it was seconded, the Board voted all in favor. The motion passed.

5.0 LIENS AND VIOLATION REPORT (motion may be required) -- Zero liens were released last month. 827 Violation Notices that were mailed: 400 Yard Maintenance, 83 Plans Required, 45 Building Maintenance, 103 Inoperative/Stored Vehicles, 81 Multiple Violations, 20 Running a Business out of the Home, 23 Holiday Lights, 25 Items in Yard and 47 Miscellaneous Violations (e.g. complaints of loud noise, dog barking, items in yard, etc.), 154 violations were closed. A motion was made to accept the liens and violation report, it was seconded, the Board voted all in favor. The motion passed.

6.0 FINANCIAL REPORT (motion required)

6.1 Approval of April 2019 Expenditures -- A motion was made to accept the April 2019 Expenditures, it was seconded, the Board voted all in favor. The motion passed.

7.0 COMMITTEE REPORTS

7.1 Community Events -- Director Clowser gave an update on Earth Day 2019.

8.0 ADMINISTRATOR’S REPORT (motion may be required)

. 5423 residents paid their 2019 assessments as of April 28, 2019. 344 accounts are still unpaid.

. Office visits for the month of April: 79.

. Demands processed for the month of April: 22.

. Irrigation walk-through with Adolpho from Loral. A break was found under the Magnolia Tree. Repairs were made.

. Frank and John washed the interior and exterior windows along with the screens.

. The front walk way was power washed.

. Walk through is schedule with Howard of Loral for Tuesday the 7th to discuss the drought tolerant landscaping.

. Meeting scheduled with Jaimie of HARD on Wednesday, May 8.

. Assembly Bill 670 – Bill to allow ADU’s in HOA’s.

. Enrollment for a CAI Law Course for Debi and Mai.

. Notice from County Assessor that the 2017 Business Property Statement had not been filed in 2018 for the year ending in 2017. We will receive a notice in the next two weeks with more information on the amount of money that is owed and if there are any penalties.

. The leaf blower is no longer working. A new one will be purchased.

. 401K Form 8955-SSA was mailed to the IRS.

. Dept. of Labor Form 5500 was submitted.

. Street Sweeper Registration was paid and sent in.

. Plumbers were called out on May 11, to address stoppages in the restrooms.

9.0 BOARD REPORTS -- No other report from Board.

10.0 MINUTES OF THE PREVIOUS MEETING

10.1 Disposition of Executive Session #1616 on April 18, 2019.

10.2 Approval of Minutes Executive Session #1616 on April 18, 2019 -- A Motion was made to approve the Executive Hearing Session Minutes # 1616 on April 18, 2019, it was seconded, the Board voted all in favor. The motion passed.

10.3 Disposition of Executive Hearing Session #1617 on April 18, 2019.

10.4 Approval of Minutes Executive Hearing Session #1617 on April 18, 2019 -- A Motion was made to approve the Executive Hearing Session Minutes # 1617 on April 18, 2019, it was seconded, the Board voted all in favor. The motion passed.

10.5 Approval of Minutes Regular Board Meeting #1618 on April 18, 2019 -- A Motion was made to approve the Regular Board Meeting Minutes #1618 on April 18, 2019, it was seconded, the Board voted all in favor. The motion passed.

10.6 Approval of Minutes Work Session Meeting #1619 on May 2, 2019 -- A Motion was made to approve the Work Session Minutes #1619 on May 2, 2019, it was seconded, the Board voted all in favor. The motion passed.

11.0 ADJOURNMENT -– Meeting was adjourned at 9:04 pm.
